Have you considered contractors that telecommute? I maintain a list of people who would love to help you out on my homenode, if only you're willing to let them work from their home.
My criteria for good software:
  1. Does it work?
  2. Can someone else come in, make a change, and be reasonably certain no bugs were introduced?
