Hey Perlfans -
I am looking for a perl module, if it exists, but with no luck.
I need the following functionality:
- Compatible with apache mod_perl (also running in any other CGI environment)
- DBI support
- Web base user management tool
- Easy integration with exit application
Any help will be appreciated.

It sounds like you are looking more for a program then a module. You may want to look at some ecommerce products out in the market. If you want to write your own it would be best to start will the basics first. Here is a list of tutorials that can help you get off on the right foot.
