I believe what AnonyMonk was saying is that modules like Padwalker allow you to do nasty things.
Basically, the rule is Perl will never prevent you from doing something. It's just that you should be aware of the consequences if you end up using things like Padwalker or B::Generate to do what you want. My criteria for good software:
