It's really just a function called qv, not a quote operator. Change
qv/0.0.1/
means
qv($_ =~ /0.0.1/)
so change it to one of the following:
qv('0.0.1')
qv"0.0.1" (the space is optional for double quotes)
qv '0.0.1' (the space is necessary for single quotes)
qv q/0.0.1/
