Maybe there should be some testing system.
You get to the level x only by voting, writing, etc, and if you want to the (x+1) you have to pass the test.
And the test could be on CB. You contact some (x+1)+ level monk, he gives you a short question and if you answer correctly, you get the level.
I am thinking on the mechanism present in many systems in sport, organized religion, etc, and by this we can get a fully quallified monk :-)

We are monks, after all -- if we take this far enough we could have a "belt" (white-yellow-orange-green-brown-red-black?), separate from one's title?

We could advance this system to the utter heights of silliness if we so desire. . .:)

You know, I started typing out a reply along similar lines as yours earlier. But then I thought "nah, leave it alone".
