There's one thing you have to understand, Perlmonks is the highest quality site you'll ever encounter. Also, you have said Perlmonks is not a qulity site indirectly. Not that you ment it (which I know u didn't). So to answer your question, many have tried but have failed at what vroom has done to create one of the greatest Perl sites ever. Here are some resources that you can use to get information on Perl but not as much as there is here:

CPAN: Has almost every module know to man for Perl. One of the greatest resources EVER.
Progsharehouse: has about 21 turtorials last time I checked, a couple of programs. Check it out if you need a couple of things you can't find.
Perl.com: Made by the master. Saint Larry Wall's Perl website. Has a lot of Perl documentations about everything that Perl is, was, and soon to be.

These ARE not communities and I am well aware of that. This is the only community you will find that gives you everything you need. So I listed some good resources site for your programming. So in conclusions, what more do you want? Perlmonks is what you need.
