I try to save common sense saying Perl is just a programming language :), but I also proceed asking "What do you think a programming language is?".
Here my suggestions, and I'll be glad to see yours:
  • A way to communicate with a machine
  • A way to communicate with other (?) human beings
  • A way to express ideas
  • A way to obfuscate ideas
  • ...
