It's at least in perl 5.8.8 and 5.8.5. XML-Twig 3.13 and XML-Parser 2.34.

It's "workaroundable" but somewhat annoying. :-)

Do you have a test case? I tried a couple of tests and could not reproduce the problem:

perl -MXML::Twig -l -MEncode -e'print Encode::is_utf8( XML::Twig->npar
+se( "<d>foo</d>")->root->text)'
perl -MXML::Twig -l -MEncode -e'print Encode::is_utf8( XML::Twig->npar
+se( qq{<?xml version="1.0" encoding="ISO-8859-1"?><d>foo</d>})->root-
+>text)'

Both give me a result of 1

Strange... I'm currently not able to reproduce it either. I've got some code at the office that should show the problem. I'll try to boil that down to a short example on monday.
