What about putting them into a param, like this?

my $addbutton = button(-name=>'AddFlagNote', -value=>'Add Flag Note', -onclick=>"return addNote('FlagNotesTable', '')", -onsubmit=>print $cgi->hidden(-name=>'flagNotes', -default =>"return getAllNoteValues('FlagNotesTable')"));

Any reason why this approach wouldn't work?
