Yes, there's the perl command line debugger, see perldebug, perldebtut and perldebguts if you're feeling brave.

I used to use `print` & `Dumper` - however, since I got myself a copy of Pro Perl Debugging - Foley & Lester (http://www.amazon.com/Pro-Perl-Debugging-Richard-Foley/dp/1590594541) I'm significantly reviewing the situation.
