I also seem to recall and atricle in The Perl Journal last year about a perl-based Internet radio setup. I can't seem to get to the site to find it right now (is it down or just my proxy?), but if you search for MP3 there you should find it.
I read the article, but didn't have a big need for it at the time. Not certain if it will meet all of your needs, but interesting none the less.
