You can try the earlier release Visual Studio Express 2005 that should be compatible with your OS. There's a slight possibility that your version of ActiveState perl will be binary incompatible with dlls generated by the earlier version, it's been a while since I worked with Visual Studio. Alternatively just pick the appropriate repo for the Padwalker PPM for your version of perl. I would personally stick with the PPM method. Much less hassle.
