I have the same problem; recently I was really surprised to find 3 bugreports for one of my modules, 2 of them 3 weeks old. I never got emails for them, and I'm also sure it's not a spam thing.
Funnily, a report which was sent this tuesday I received. This was for a different module.
Emails I did not get: http://rt.cpan.org/Ticket/Display.html?id=42781, http://rt.cpan.org/Ticket/Display.html?id=43365, http://rt.cpan.org/Ticket/Display.html?id=42780.
Emails I got: http://rt.cpan.org/Ticket/Display.html?id=43591
So it seems it works for one module but not for the other...

I've always got rt emails for my modules and when I look now I discover there are new entries for the last few days I never got an email for.
