There are two more options not mentioned in this thread:

debian.pkgs.cpan.org -- debified CPAN packages, all the work is already done for a lot af CPAN-Modules
cpan2dist $ cpan2dist --format CPANPLUS::Dist::Deb --buildprereq Desired::CPAN::Module
