...sorry I don't understand. Is it that the variable has been exported, but when its being changed, its addressed using its fully qualified name?

    Yes, it has been exported.

      I can't come up with any reason to access a variable in those two different ways unless doing something shady. Is it a publicly available module that you can link to here?
