Amazon has Parrot Developer's Guide: PIR by Alison Randal, Andrew Whitworth, and The Parrot Development Team (Neon Onyx Press; June 15, 2009) for $15.00; Scribd has a download for $10.00. I suspect that the reason that you didn't find it on Safari is that PGD:PIR is not published by O'Reilly.
