Did the package you downloaded also include a /lib and /bin, as well as the /include directory? In that case it's probably a binary distribution like this one. If you have a c compiler and a make program( you should have both if you are using Strawberry Perl) You can find a source package here. Here's a direct link to libxml2. Which version you go with is up to you, but either way, I think on windows the libxml2.dll needs to be installed somewhere in your PATH.
