Quick and dirty regex answer (for Unix or DOS):
($b,$c) = $a =~ m|^(.*[/\\])([^/\\]+?)$|;
I agree with grinder that your var names are obfu, which has its place, but usually we choose descriptive names like $p and $f or even $pathname and $filename ;-)
