You could do:
sudo perl -MCPAN -e 'install STEVAN/fp-0.03.tar.gz'

[download]
Or from the cpan shell:
cpan> install STEVAN/fp-0.03.tar.gz

[download]
Or from the command line:
cpan STEVAN/fp-0.03.tar.gz

[download]
