Agreed with Corion regards to all that HTML. Maybe you want to look into Template-toolkit to separate your code and HTML.

pagebreak($pcount,$pagebreak) is where the the navigation is created, but is not here. The problem is in there. Maybe you can post it.

Also you might want to look at your HTML, it's full with errors and warnings.
