If you are just interested in new .pm files, it's enough to compare the list of files in an old and a new version of a distribution. Usually all files in a distribution are listed in a file called MANIFEST.

However there can be multiple packages per file, searching for those would be more work.

You might also be able to snapshot versions of the modules/02packages.details.txt.gz file found on your CPAN mirror, and compare those versions.

One would hope that the distribution maintainer might mention the addition of new modules in the "Changes" file.

Try Super Search. You'll find threads explaining how to id the core modules... and how to find all modules.

Update: Moritz reply makes me suspect I misread the question. If you, indeed, meant to track changes from version to version or to id differences between distros, his answer is on target (++) ...and this, which addresses additions to your local Perl, is on the wrong track.
