That is a way in the source code to specify other places to look for modules. I think that if "C:/Perl/lib/Win32API" is in the Windows %path% variable, then I think this will also be searched by PerlApp. I have project specific libraries for modules: like use lib ('C:/projectX');
If the code runs without PerlApp, then I would add more possibilities to the search path(s) so that PerlApp can find what you need. Why this is necessary, I don't know in this case, but it appears to be so.
