What Version of Perl Introduced '=encoding'?

jgamble has asked for the wisdom of the Perl Monks concerning the following question:

I'm considering adding an '=encoding' command paragraph to my POD instead of using the E<> formatting code (see perlpod). But I'm concerned that this feature appeared in a version of Perl later than the versions I want to support.

What version of Perl introduced '=encoding'? And is there a table somewhere that lists features introduced versus the version of Perl in which those features appeared?

      When I saw the content of perldoc, It was Pod::Perldoc, which shows us pod pages.

      When I see CHANGES of Pod::Perldoc, there was a mention for =encoding trouble.

      I guess this RT has some relation to OP's problem.

    The ChangeLog of Pod::Simple states:

    We have a very useful tool called corelist available when installing Module::CoreList that helps you answer the next question:
