Regarding the "Upgrade" comment, I was a little confused by github's interface

pure_vendor_install has the packlist even in 2004 https://github.com/Perl-Toolchain-Gang/ExtUtils-MakeMaker/blob/82191699b8ff3cc949df5f9577c9722777979c14/lib/ExtUtils/MM_Unix.pm

which means someone edited your MM_Unix.pm to remove that

    Baaah, nasty! But thanks very much, you're absolutely right: I found the patch and as it appears, Gentoo (of all systems!) modifies ExtUtils::MM the same bullshit way as all the Debians :(

    Time to complain on some mailing list ...
