Hm. I issued the following sequence of commands into a command window:

cd \perl64\packages

gunzip Template-Toolkit-2.24.tar.gz
tar -xvf Template-Toolkit-2.24.tar

 to build the XS Stash module? [y] y

All tests successful.

Result: PASS

The results after less than 2 minutes was T::T downloaded, unpacked, compiled, tested and ready to install.
