Reading Word docs can work in non-MS software much of the time. Writing them reliabily is a much harder trick. Official MS documentation for the Word format is incomplete and often wrong, not to mention the changes that happen in the format for every new version.
I'd go for RTF or maybe an XML-based solution.

Snippets of code should be wrapped in
<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
