It's called your home node. You can put whatever description of yourself that you want. I believe dragonchild's home node lists people who are interested in contract work, he may link to you if that's what you're after.
A section such as you propose needs to be well thought out, and it needs to be worth doing. I'll disagree with cchampion that it's a bad idea - but I would say it's probably impractical on two levels: a) you need to be able to delete your own posts (job filled/no longer seeking employment) which PM currently doesn't easily allow, and b) overlaps with other affiliated sites (jobs.perl.org, as already mentioned). More work than necessary, not much gain for the community.

<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be

intervention).
