Below is my whois script bc I feel strongly maybe the changes need to be made directly to the whois. What happens when i grab the content and print to txt and when i save in notepad everything goes to one line.
#!perl
use Net::Whois::Raw qw( whois $OMIT_MSG $CHECK_FAIL $CACHE_DIR $CACHE_
+TIME $USE_CNAMES $TIMEOUT );
use strict;
use warnings;
# HTTP HEADER
print "Content-type: text/html \n\n";
my $ip = $ARGV[0];
my ($dominfo,$whois_server) = whois($ip);
print "whois server: $whois_server", "<br><pre>";
print $dominfo, "</pre>";

Posts may use any of the Perl Monks Approved HTML tags. Currently these include the following:
<code> <a> <b> <big>
<blockquote> <br /> <dd>
<dl> <dt> <em> <font>
<h1> <h2> <h3> <h4>
<h5> <h6> <hr /> <i>
<li> <nbsp> <ol> <p>
<small> <strike> <strong>
  <table>
<td> <th> <tr> <tt>
<u> <ul>
-
Snippets of code should be wrapped in
<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
