I vote for "fork the module" - give it a very similar name, so anyone searching for it on CPAN will see both. Make sure that the synopsis explains the differences, so users can make an informed choice. Then, may the best module win! If one is actually broken it will slowly fade away into obscurity, since no one will use it.
