"Not Perl" is in my opinion a very good reason for consideration if the post is about programming, but not about Perl. I assume PerlMonks is not the place for Javascript, Python, Ruby, C, Java, etcetera. Of course language comparisons are welcome, and people should be able to express something in another language if that's a logical way to present it. And of course off topic Meditations should be possible. But let's keep SoPW, Q&A and the many code dump places Perl-only.
"Lack of effort" is the good reason for consideration of nodes of people who try to get free custom scripts. I consider nodes that are "I need a script that..."-like.
