So what do you see when you run your script on the commandline? Is it able to connect to and query the database?

Update: BTW, you'll need to hardcode some values into your HTML params (or use other hackishness)...

    Just gave it a go and it worked perfectly. It's worth noting that when run from the browser the output in error.log is the SVG file (or PNG if I change format) and the data is correct. It just seems gnuplot is sending the output to the wrong place.
