Yes, I prefer the 'batteries included' model. It's too much of a pain to get CPAN + dependencies into our network or on the server we need it on. It is faster to just learn whatever language has it already enough to do what is needed. We've even.. used powershell. Although, if it is in the Red Hat repository it's not too much trouble to install it. But then it goes to your 'OS Version', which I think is essentially not the ideal way to think about software. I'm hoping RHEL8 fixes it with the concept of appstreams.
