The test named t/local/07_sslecho.t comes from trying to install Net::SSLeay, which is one of the dependencies of LWP::Protocol::https. I don't have Arch linux available to check, but most of the time it is indeed some incompatibility between OpenSSL and the Perl XS libraries.

As a workaround, you could always try to install the libraries with your package manager: Most distributions offer LWP::Protocol::https and its dependencies - for Arch Linux see https://www.archlinux.org/packages/extra/any/perl-lwp-protocol-https/ and https://www.archlinux.org/packages/extra/x86_64/perl-net-ssleay/.
