Installing evil via melpa ("emacs-Pan" ;) was pretty straightforward for me. You might also be interested in my 2016 talk "Emacs as Perl IDE" it lists most of the extended options. It's twice on YouTube I recommend the Yapc Cluj version over London PW. =) (Slides better readable, sound worse)
