I'd think that Net::FTP would be ever so slightly more applicable to an FTP-based application than CGI. It doesn't matter how "reliable" something is if it's designed for a completely different application. If the information in this post is inaccurate, or just plain wrong, don't just downvote - please post explaining what's wrong.
