May be this is an issue with a particular version of Perl
It could also be that IO::Async::Loop was force-installed on your machine ( eg by running cpan -fi IO::Async::Loop ). When force is used the module will be installed even if the tests fail. If I wanted to install this module, using force is precisely what I would do if those tests failed. However, on my Strawberry Perl-5.32.0, use of force was not necessary.
