I'm a bit confused by these flipflops being used, as well as the ternary thing, to alternate colours.
I long ago whittled it down to just
$bgcolor = ($bgcolor eq 'white'?'black':'white');
which flips itself.
Every bit of code is either naturally related to the problem at hand, or else it's an accidental side effect of the fact that you happened to solve the problem using a digital computer.
