Provided there is a 1:1 identity between Column_id and Column_title and a column can only be found on a single page (i.e. the same column will not be found on many pages), then there is no reason to split your original "table column" into "table column" and "table page_column". The only "1:N" relationship I see is the "one page has many columns" and that you need to normalize, which you did by making the original "table column". In that table there is no "1:N" relationship left to further normalize.
