Looks like this has always been the case, with win32 perl-5.6.1 C:\> perl -MData::Dump -e " dd\@ARGV " perl -i".bak h "
["perl", "-i.bak h "]
C:\> perl -i".bak h "
Usage: *snip*
You might expect this to turn up some bug reports but it doesn't, see https://rt.perl.org/rt3/Public/Search/Simple.html?q=whitespace+-i

Posts may use any of the Perl Monks Approved HTML tags. Currently these include the following:
<code> <a> <b> <big>
<blockquote> <br /> <dd>
<dl> <dt> <em> <font>
<h1> <h2> <h3> <h4>
<h5> <h6> <hr /> <i>
<li> <nbsp> <ol> <p>
<small> <strike> <strong>
  <table>
<td> <th> <tr> <tt>
<u> <ul>
-
Snippets of code should be wrapped in
<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
