If a location is given that's not in the list of 50 states (e.g. "D.C.", which is in the ticker as of this writing), should it be added to the list at the top of the page?

    I'd have to say yes. But the list of states (and districts. Stupid District of Columbia...) should be static. Just the HREF tags for the states (and districts. Did I already mention that stupid District of Columbia?) should be present or not, depending it there's a headline for them.
