Honestly, it's because no-one takes these things all that seriously, and it would take far too much effort to get it right (for some definition of right) for anyone to spend the time to do so. And even then there would always be ways to sneak past and vote more than once. Life is too short to worry about things like that.

What I really miss the most is the ability to vote on non-existant choices. That was much more fun.

What I really miss the most is the ability to vote on non-existant choices. You still can. Just use the hanging chad option on the Free Nodelet. Of course, it will take an act of Congress and 17 Diebold voting machines to tell you that your navel is on backwards.
