You can obtain
XML-LibXML
as an ActivePerl ppm package; this will require the
XML-LibXML-Common ppm package, which will run a post-install
script to fetch and install the needed libxml2.dll. Make sure to use a ppm repository that's compatible with your version of ActivePerl.
