I too found those announcement of new version of perl modules (without a huge user base) annoying.
I don't care where the stories come from, if from a large community site or a small blog -- as long as the content is interesting. If somebody feels the need to tell the perl community about new features in smaller releases of some modules, they can always start a blog on http://blogs.perl.org, or somewhere else, and have it listed by one of the numerous blog aggregators (http://perlsphere.net/, http://planet.perl.org/, http://ironman.enlightenedperl.org/).
Perl 6 - links to (nearly) everything that is Perl 6.
