I recommend taking a look at Zope.
Not as a solution, but merely as an example of how to
offer content management. Zope uses Python, and even
though it can be configured to use Perl (somewhat), it was
really meant to be used with Python.
Personally, i would rather use Everything or slash.
But, taking a look at Zope will not hurt, just to see
another way of doing it.

Snippets of code should be wrapped in
<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
