Although this does not directly relate to your desire for subjective
information on module quality, you may wish to look at
CPAN testers if you haven't
already done so.
This should, in most cases, be able to provide you with the information on whether or not a module passes its tests on your platform. Naturally this tells you nothing about how nice the interface is, how well the module gets the job done, or if the tests are well-written. But it can be a starting point in determining whether to use a module or not. And, if you're serious about making CPAN a better place, you could do worse than joining the testing effort. On a side note, the recent 0.032 release of CPANPLUS (seen on perlmonks here) includes a plug-in for seeing and sending test results.
