A dedicated re_add seems pointless to me since you want to collapse all existing "Re:"s at that point anyway, so I suggest just passing it "Re: $title"; it seems cumbersome to me to implement that functionality using extra code.
Makeshifts last the longest.

<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
