We use this pretty fancy survey software for all kinds of things here. It's all Perl, all the time (compiled Perl, if you are on Windows).
If he compiles Perl, then does that satisfy his qualms?
Lastly, to address your angst at having to defend Perl all the time, I give you my advice on how to deal with the chronic Perl-bashing. In your case, I think the last three paragraphs are most relevant to your situation.
