It could be that it exists. Maybe not in the exact form you're imagining, but ...
I found these:
- colordiff, a Perl script to colorize diff output (but in ANSI console)
- Convert diff output to colorized HTML, a bash script
As for namespace, I'd think in the direction of "Text::Diff::Colorized::HTML", which is quite a mouthful.

Snippets of code should be wrapped in
<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
