FWIW I think anyone considering developing new code should look at something like Mojolicious::Lite, it can use templates (either flat file or inline) and the learning curve is (IMHO) no different from CGI or frameworks based upon this module. In fact the clarity of modern frameworks provides fewer foot guns/paths leading to a head-desk. Update: (fixed typo, thanks roboticus) for reference:
