I said large corporate organisation such as a bank or a telco and I also mean to exclude large software or consulting operations from the problem I am talking about.
The telcos and banks I've worked for are large software or consulting operations. Hell I've been involve with some banks that have taken their compiler development in house!
This has nothing to do with the scale of the organisation. This has to do with how you organise your software platform and the business risks associated with that platform.
This is nothing specific to Perl and CPAN. It applies to any language and system that involves third party code.
